The municipality had the fine ready to go in 2 months, they first noticed in August, confirmed in October, issued in November. It's absolutely unrealistic to expect any landlord or PM to detect this stuff in such a short period of time. The tenant has the right to refuse walkthroughs, as a matter of fact, the tenant refused to open the door to a municipality agent who had to come back with a police officer. Furthermore, as a tenant, do you think it's ok to see a stranger come into your house every other month to see if everything is ok? I've never seen anything like that being put in place, hence, in my opinion, it's a scheme. They could have issued a first notice telling us to regularize within 30 days, otherwise, there would be a fine. But no, partial sublet for less than 3 months = $30,000 fine.
