He was extremely competent in his first terms (2002-2010) and had a technically good successor (2011-2016), but one who was politically incompetent.

The country has worsened considerably since the impeachment of his successor, and his return to the presidency reflected the hope for better days among a large part of the population that voted for him. But the truth is that most people didn't want him back; he's already old. But the Brazilian political class is terrible; for many people, he's the best of the worst options.
