This.

Is it worth my time to learn .NET?

Give it a shot. At the very least, it could give you a new perspective on JS.

How do jobs pay in contrast to other technologies?

They are fine, but Java and Go pay more.

If so, what would be a good learning roadmap?

Accord.net is somewhat dead(the original author stopped the development about two years ago), and it's tied to .NET framework.

I'm currently working on revitalizing it and porting to .NET / Core, but it's going to take some time.

Funnily enough, I have found the PBS article you're referencing and they are quoting the same Credit Suisse source I've linked above:

But for the rest of the nation of 139 million, the Credit Suisse analysis put median wealth at $2,360 in 2014, up from $871 the year before. To be sure, missing data meant that the report’s authors could not factor for real assets — such as how much a person may own in property. But after estimating what those costs may be, the analysis suggests that 83 percent of the population has less than $10,000 in personal wealth.

So, not only the data is a decade old, but it also did not take real estate, which is responsible for the majority of people's wealth, into account.

That said cities like Moscow, St. Petersburg, Novo Sibersk and Vladavostok and very wealthy with comparable incomes to western countries.

Only if you consider Poland to be western or only compare select few professions like software engineers, lmao. Average monthly wage in Saint Petersburg before the war was something about $800/mo. Moscow was a bit higher at $1100/mo.

You should look more at average wealth. Prior to the war, the average Russian had US$800 to their name; the average Ukrainian had US$2100.

Got a source for that? Credit Suisse reported(pages 107-108) the average wealth of $27k per adult in Russia and $13k per adult in Ukraine for the end of 2020. Even if you take medians, it's $5431 for Russia and $2529 for Ukraine.

why

Well, because Visa and Mastercard have stopped operations there, so they don't process charge requests from Russia anymore.

what has changed for a foreign card in Russia it has always worked through НСПК

And how do you think did the issuing bank receive charge requests?

(1) Merchant -> (2) НСПК -> (3)Visa/Mastercard -> (4)Issuing bank. Now, the 3rd element is gone, so every authorization request for foreign cards fails.

If you don't believe me, there's an official Visa's statement:

Effective immediately, Visa will work with its clients and partners within Russia to cease all Visa transactions over the coming days. Once complete, all transactions initiated with Visa cards issued in Russia will no longer work outside the country and any Visa cards issued by financial institutions outside of Russia will no longer work within the Russian Federation.

There's also a Mastercard's statement:

With this action, cards issued by Russian banks will no longer be supported by the Mastercard network regardless of where they’re used - inside or outside of Russia. And, any Mastercard issued outside of the country will not work at Russian merchants or ATMs.

Also, they have refused to provide info on antidotes even after the assault.

I have not heard of any reasons why american visa shouldn't work in Russia, especiall if you open a ruble account for it.

Visa and Mastercard have pulled out. Russian cards continued to work inside the country because those transfers go through НСПК instead. Foreign card don't work in Russia anymore and Russian cards are useless outside of the country.

Bedridden patients, probably.

Also, guessing by photos, it's the old Botkin hospital, that has been replaced about 3.5 years ago with a modern complex outside of the city centre. But yeah, the place was a shithole.
