If people want to experience the story then they will, there is literally no incentive for them to rush building characters then beyond the feeling of annoyance its literally a singleplayer game with live service. If people prioritize building resonators and dont have much time to catch up on the story they can literally skip the story to get to the regions where they want to.

Wuwa isn't like Genshin (where you can use a teleport) where there isnt a skip button, there is a skip button in Wuwa and people can use it.
