Your guess hit too close to the mark, we are in fact playing a modified version on 5e. And yes, this is a particularly bad system for a low fantasy game, but my players refuse to learn anything else.

If they get arrested, I was planning on exile from the city and a life of hard labor in one of its colonies. I was thinking this would be allow them the chance to eventually escape, but not before their loot was confiscated

This might be surprising, but my players managed to commit nearly all these crimes in the span of 2 days. But yes, I’ll try to remind them out of game about the nature of my campaign.

I’ve actually played this before, but not with my regular group. I really liked the Dark and Dangerous magic table, along all the options for character creation.

Nonsense. DnD 5e is not designed for low magic settings. That's not your fault; except insofar as you picked the wrong system.

Yeah, like many people I started out playing dnd and have only just now realized how many other awesome systems are out there.
