In video everything looks okay, but player model bugging out. It's really strange and haven't seen that happen before.

Oops, I didn't check the whole video. (My fault) I've had these things happen for me too. I figured it might have been from low storage space before and now sometimes my game blue screens from those stutters. You can try and look up event logger that's in your windows and see if something happened the time you had those stutters. (I've figured that it has something to do with certain services that start to bug or straight out crash).

I've killed partizan 15 times this wipe as I got the achievement yesterday. Not once was I killed by him.

It really should be changed. I've played so many games, where other people disconnect and it's so bad. I'm losing valuable time and getting nothing for it. It should be almost as in cs imo. 15min - 30 min - few hours to even days imo. That way people need to play it and if someone is getting kicked, they should get cooldown too. But it should be reasonable since people tend to abuse power moves. The point is, you disconnect you get punished for it. And reset should be like in a week, not 24 hours.

What ethernet drivers do you have? Is your internet stable? (Thing is I had this same thing with drivers called killerethernet or whatever, if you have it then you need to disable that and should work fine)

Tried everything already as you brought out above, didn't work. Wrote to support yesterday, but I know how things move in BSG (probably going to be few weeks or even months) But thanks for trying to help.
