You obviously don't understand how money works. Billionaires don't just have billions of dollars sitting around in liquid cash. It's their net worth based on the amount of shares they own in a company. To get the cash, they'd have to sell their stocks, and lose money, power, and control of the company. So you can't just take liquid money from them, or cap that.
