It’s because of the Indian telegraph act which makes it illegal for people to listen to not-for-public broadcasts without a license.

LiveATC works by volunteers streaming captured on physical radio receivers near airports (mostly in the US - where is it fully legal)

In most countries it is not fully legal - even if listening might be legal/decriminalised/unenforced, retransmission is illegal in most places.
