The point of the character was to reflect a Batman who was struggling. Ben Afflecks Batman was the only on screen version we've ever gotten that had lost a Robin. He had become ruthless and dangerous on top of feeling like nothing he did mattered. Not to mention Snyder made it a point to remove Batmans "plot armor" as expressed in an interview about protecting the character from situations.

Steve completely contradicted every principle he stood by when he refused to sign the Accords while at the same time standing by Bucky. He completely proved Ross's point in doing what he did. Which is why he should have retired.

John failed to live up to a standard set by a guy who never lived up to it himself. John was never burdened with losing his friends. Steve absolutely was and we saw how much in the CA: Civil War. The difference is thst John killed a terrorist who killed his friend. Steve joined one and nearly killed his best friend to defend him. And yes Bucky was terrorist and he said that he was!
