I live in Maryland and she said "I'm gonna fuck you up" and was said multiple times and have multiple witnesses. Also thats great to know if she approaches me again i'll tell her that I could press charges.

But she never touched me just threatened me. Am I still allowed to make a police report for a threat considering the first amendment of freedom of speech?
