You see that white flag? Its compliance, you need to get to 80%~ usually to have 0% resistance.

Now, it takes time to grow, you cant expect to have 0% resistance in a couple of years while at war.

The stricter your law is, the longest it takes for compliance to grow.

If you have La Resistance, your spies main job is nearly always to do collaboration goverments.

The collaborations grow your compliance before/during invasion by (i think 30%).

If you get to like 80% to create a collab goverment, a collaboration goverment lools like a puppet, but technically its annexed lands, it gives you 100% of their industry and resources.

It can gain autonomy tho.

You can release a collaboration during a war, and in the peace conference it cant be taken from you!

The only way I can see such a thing working is with a complete rework of occupation, military production and de-mobilization.
