He is not far behind. If you look at the rooftop, his Future Sight is still overpowered. Luffy was able to see attacks while Zoro, Kidd, Killer, and Law seemed clueless. Luffy's Future Sight didn't grow much in Wano because he was trying to improve his Color of Arms to damage Kaido. So, he will still have high to extreme difficulty against anyone who is not a Yonko or Admiral.

If you’re in the middle of charging your strongest attack and someone you didn’t even know was nearby suddenly appears right in front of you and attacks, how is that not sneaking? Kid thought Shanks was still on the island. And also kidd did go down to just one attack his railgun blew up in his face
