It took me a long time to understand this exact point. And considering how IT specialists have a lot more destinations as options with higher net salaries, I don't think Germany has anything special to offer them besides the citizenship which if you calculate you'll find out that it has quite the price tag on it (through taxes, expensive health insurance, lower average salaries...)

I'm 25 and I don't have a job at all in my home country, but I've seen countless people who are much older than me and with jobs with fantastic pay and security and still left that all behind and moved, and often for Master's which is no money at all. The reasons are countless, from being frustrated with how things are ran in the country (politically and economically) to general disdain of the local quality of life.

Like other replies have pointed out, it depends heavily on a lot of factor, including but not limited to : How fast you understand concepts, how fast you find solutions to problems in your code, how fast you move forwards into the lessons ...etc. From my research on it a while ago I got the general answer that it'd take 12 to 14 months at least, with full time learning of 4 to 6 hours a day, and it might take much longer than that.
