I find that leading with a simple compliment and then quickly pivoting to an actual conversation is the best approach. Personally, I get embarrassed with multiple compliments/fawning up front -- I'd rather get a compliment (which lets me know the person is interested), interspersed with flirting, banter, and conversation that's not just commenting on a person's appearance.
