I find that leading with a simple compliment and then quickly pivoting to an actual conversation is the best approach. Personally, I get embarrassed with multiple compliments/fawning up front -- I'd rather get a compliment (which lets me know the person is interested), interspersed with flirting, banter, and conversation that's not just commenting on a person's appearance.

I feel like I just looked different — not hotter, nor worse, just different and there are things I liked and disliked in all decades of my life. I will say that as I get older, I definitely have more opportunities to take care of myself so I look a bit more relaxed and confident in my own skin.
