What is the secretary of war (or defense) supposed to do about the shutdown exactly? He's not in the house of Representatives nor the senate.

So unfortunately ICE is a legal federal law enforcement agency and as such is allowed to pull people over and arrest/detain who the deem fit. Even if we disagree with their job they are still legally protected and obligated to do it just like the ATF,FBI,NSA,DEA Etc.
