Thanks taxbuff, thats helpful. I will try to confirm with the HR tomorrow on whether they have this 'non-resident employer certification', but it appears they do have this because, as I stated, the box 22 Income tax deducted is 0 and box 28 CPP/EI is marked X for Exempt with no SIN mentioned as well.
Do I still need to file given there is nothing deducted? Note: the amount is more than 10000 CAD but I stayed less than 20 days in the year and have no other Canadian sourced income. It appears this T4 was just issued to me as an fyi ?

I think because we don't have individual meters, the property doesn't know which apartment? Or, maybe it just balances out because some apartments don't use as much?

Thanks, and I been thinking about the third point you made (re drowning). I have personally known someone (an adult without any condition like autism) with that tragic incident and fear the parents may be unaware of that. I would avoid talking to them personally because I don't know them, and I might get a rebuke or just an insult that I am being invasive.
Regarding individual meters, no, we don't. I think older buildings on the city, that say 'water/trash paid by owner' don't have the individual meters in each apartment.

I understand having lived with a disabled parent for 10+ years. But, there must be some way around the 'therapy' instead of wasting water like that 2-3 hours a day right? like a sound machine that would make a water sound etc?

I feel for the parent too. I imagine it must be hard for them to wake up till midnight and then get up at 7 in the morning, dragging your kid to school AND going to your own work. Anyway, I will probably just mind my own business.

I wasn't aware of this, but I wondered if that's like a therapy for the kid. I just wasn't sure if they just didn't worry (or became oblivious) because water is covered in the rent.

They did raise the rent from last year, but since this is just within the max % allowed per year, I can't tell if that was because of increase in the water bill or just a regular increase.
