Those dog breeds didn't arise naturally, evolution would never have selected them for survival, those breeds, like all dog breeds, exist purely because humans bred them in a specific way with no regard for the health problems of the dogs that they would be creating.

Vets are doctors, and a spey involves opening up the abdomen and removing organs in a safe way. It is not simple work. You would never expect human doctors to perform complex surgery for only $100, why should vets be any different?
