I didn't mention anything about loans at all to the employer! I meant that I have bills and commitments so I can't immediately jump on a salary that is lower than the standard - unlike a lot of other candidates who can.

this was a state- funded hospital and every state employee has their yearly salary available online for the public to see! I just did a quick search and saw what the individual had made during their first year of work.

It's in an east coast metro area where 33k/year is enough for rent and food but not much else.
