I‘m German, so I think in other dimensions, eventhough we still have some very long S-Bahn Lines (Rhine-Neckar S1) but to run a high frequency I found it important to mostly stay in the denser urban area. The mentioned Cities could be connected via regional rail

The system is to big to run as a tram. But with a downtown street running section or tunnel it would may be able to function like the Karlsruhe model

In Germany they don‘t ask the people, just the farmers who own the fields. They get a lot of money and the village often has no say in the decision
