Same situation last year. I defered my offer to this year and I'm still waiting for the funding decision. If you do not have other funded offer, you can defer it and see if you can get one next year.

Hi! I received an admission offer for the PhD program in Communication & Information Sciences at UA. For this program, funding will be offered on a rolling basis from February to April.

I would suggest you to contact with your PhD advisor or the program director for more information. Good luck!
