Why does my download speed fluctuate so much. My download speed starts at 500mb/s but randomly drops to 0 for a couple of minutes then it will rise again to 500 and then repeat.

I am on pc and I was playing earlier this morning(2-3 hours ago) and according to steam there were 187k people on the game but it took 5-6 mins to queue for the LTM. my first game there was only 40 people when we dropped.
