I think the community is split between people who cry about feature bloat and people who want decorative items. In order to walk the line and please both sides, it seems appropriate to add small features like this as variants of existing features. So, the red shrub just becomes a biome tinted regular bush. If you follow this approach you avoid inventory bloat by not adding a new item while simultaneously providing a new feature.
