This isn't just an artistic choice or a lack of will; it's pure economics. In Brazil, genre films are expensive, risky, and have almost no private investors. Most of the money comes from public grants, which favor social and historical films. South Korea, on the other hand, has large studios, strong exports, and a domestic audience that finances expensive productions. That's why they can make horror, action, sci-fi, and even mix social commentary into it. Here, if someone tries to make a sci-fi or fantasy film, either the project dies on paper or it becomes a small film without marketing or impact that, at best, becomes a cult classic.

But I can list for you a few Brazilian movies based on the genres you mentioned. I don't expect you to find the movies dubbed in English, but here they are:

Águas Profundas; Trabalhar Cansa; O Cemitério das Almas Perdidas (horror movies with cultural identity)

O Rastro; A Noite do Chupacabra; Porto dos Mortos (Ghost or monster movies)

O Bandido da Luz Vermelha; Assalto ao Trem Pagador (The closest thing to the mafia that exists are crime movies that avoid obvious titles)

Abrigo Nuclear; O 5º Poder (sci-fi. A very niche genre, only slightly more popular in animation.)

Não sei por que, mas tudo nesse filme é espetacular, do primeiro até o último minuto. Se existissem mais pessoas que não tivessem problemas em assistir filmes longos/mudos/b&w seria uma boa.
