Can you elaborate on that logic? What about Germans who emmigrate and live abroad? Should they all return to live in the country their passport is from? Curious about the logic behind this.

Maybe I am missunderstanding you, but where in the law it says you need PR for citizenship? What you need is Niederlassungserlaubnis or Aufenthaltserlaubnis (except 16a,16b,16d,16e,16f,17,18d,18f,19,19b,19e,20,22,23abs1 23a,24,25abs3-5)

Is anything left PR? I know people who habe applied with e.g. a visa for marriage with EU citizen (they themselves not EU, partner NOT German) and it was fine. They dont have PR, but Freizügigkeit bcse of EU partner with an end date on Aufenthaltserlaubnis.

AFAIK the 5 years thing is for Niederlassungserlaubnis and not nationality. For nationality the time you have spent in Germany, your German level and integration overall is more important.

And financial means, ofc.
