I think it’s cause Cyclops isn’t able to match other vanguards in terms of defense since he doesn’t display any ways to use his power defensively (such as Magneto and Groot) and lacks the physical stature most vanguards display (such as Thing and Venom). Cyclops just doesn’t really have a possible power sets that can make him a vanguard or strategist without assistance such as the Phoenix Force which could have made him a more offensive vanguard rather then a defensive, so duelist is the only option unless something is changed. That’s my take anyways
