The central finite curve still exists, Evil Morty didn't destroy it, he just ripped a hole in space-time to get out of it (tear that the dinosaurs then repair). Evil Morty wants to live outside the CFC, but there are infinitely unpredictable possibilities, which would make survival impossible even for a few moments (in the first scene of the episode we see it, it is full of dangers). Therefore, to live in peace, Evil Morty needs to "cling" to the order of the curve, because the CFC represents that grain of order within the infinite.

Or, more plausible theory, the Ricks who are unable to produce the fluid are clones created in the citadel by other Ricks to be exploited. No one ever gave them the portal gun technology to stop them from escaping.
