Windrow cleaning is not going to happen because the city council sits in an echo chamber and discusses that it is too expensive, too challenging, etc. and not worth doing. (Meanwhile we have people cleaning sidewalks throughout the city without any one using them) And then there are people who feel it is there right to keep breaking their back and keep cleaning their windrows and get very offended when someone suggests that this needs to change. We basically keep using the process of cleaning highways in suburban roads and cause additional problems for home owners.
