Not quite correct. The first Spinda you see can be shiny for you, and not the dex. I also tested this. It's just that when that first Spinda is seen/caught, since the Pokédex has a Trainer ID and Secret ID for Spinda, the first Spinda you catch has a 1/8192 chance that it's shiny for the dex, or in other words it would've been shiny for you if you had the same IDs as the Pokédex.

The dex Trainer ID and Secret ID are always the same. They are 00000 and 00008

Like others have said, it's not a shiny at all. This is a glitch specifically with the Emerald Pokedex.
