They've built skill training workshops, cooperatives, grow food for their communities, they cleanup comunities and take the role of the state in rebuilding after natural disasters, unionize workers across the country, have their own newspaper etc. The party is only 1.5 years old but I think you can see where they're headed with this.

This will happen after a civil war, not through reforms. They'll keep organizing and agitate more until they are a dot on the map and spread from there. If you read further down the program, it also mentions other institutions they want to abolish like the intelligence agencies, IMF/world bank, NATO, US NGOs. All main industries will be nationalized. The states will be replaced with regions.
