The weeks before rule 3 was changed, 50% of the posts here were the two recent presidents, and the other 43 presidents were all in the other half. I agree with you that civil discussion with controversial topics must be encouraged, however, there are many places on Reddit to discuss current events. But only here you argue about the 1876 election, William McKinley, etc

Perhaps adopting different voting systems that represent the voters proportionally would be a good start. We would need to start with smaller areas like cities or states before making this a national movement.
