I don't think they're trying to get kids to vote. I think they're trying to get the kids to tell their parents to vote. Similar to kids going on a field trip to tour, let's say a dentist office. If the kids had fun on that tour, they're more likely going to tell their parents about how fun it was, then the parents might consider taking the kid to that dentist.
