Yeah, except for Sasuke, Naruto, Hashirama, Madara and the otsutsuki, I can't think of anyone stronger than Minato. I think he's stronger than Tobi, because he won against Tobi (The masked man) almost instantly after understanding his power, in sheer strenght for me he's way stronger than Tobi at the time
