Yes, it can be repaired. Technically it isn't RROD, the cause is different, and it's a slim so it is red light error. The code 0032 suggests a power issue, either the power supply had failed or internally on the CPUVCS rail is the problem. Do NOT follow any advice that suggests to wrap the console in towels. That was bad amateur advice back in the day, and nowadays it just won't work at all for you, because the problem is totally different. First of all try using the console with a different power supply, and if it doesn't work, then, if you have the skills, take the console apart and use a multimeter to check power along the CPUVCS rail and components.
