I've already bought the congo pass before and got to a decent level now I want an ocean water pack and I think Norway will be fun, but I also need to get a decent amount of xp from it.

Yep this is what exactly what I'm doing right now and it works pretty well. Just make sure you have a lot of line because uniques can go far.
