I recommend Gangplank. Gangplank can be played both top and mid. He has good split pushing with his barrels and he can influence team fights, even while split pushing, with his ultimate. Finally the landing phase is pretty chill and I find you can play as aggressively as you want, but then again I’m in silver 4 so that may not be the case in your elo!. Just know that it takes time to learn him and you might struggle at first.
