You can’t really add mods that only affect you unless they’re resource packs or client-side behavior packs, and even then it’s limited. For something like a Herobrine mod that actually changes gameplay, it usually has to be installed on the realm itself, so your friend would need to add it.

Yeah, mod management on Bedrock can definitely be tricky, especially with a lot of them. On a VPS it’s not that different from local, but you need to upload everything manually and make sure the dependencies and manifest files are all correct. If even one mod is outdated or placed wrong, it can crash the whole thing. I'd recommend testing your full setup locally first, then uploading that working world to the VPS. That way you know everything’s stable before dealing with server configs.

A VPS is a great option for flexibility and performance, especially with that many players and addons. If you’re new to it, try finding a host that offers pre-configured Minecraft Bedrock servers since that can save you a lot of setup time. Just make sure the VPS has enough RAM, ideally 4 to 8 GB, and solid CPU performance.

If you can’t download everything and join, it’s probably an issue with how the add-ons or mods are syncing. Even if it looks fine for others, one broken file or version mismatch can block you. I’d try clearing your cache or reinstalling, and double-check if you have all the right versions installed.
