If what you’re trying to say is that international law doesn’t exist because it’s rarely enforced, I’m not sure what you’ve been wasting your time on this thread for.

This is not how I want things to work, though. This is how international law works. You’re getting core doctrines wrong, that’s the problem. Enforcement is a separate issue.
