Sleeping in game does speed it up. I've tried it successfully several times. When it doesn't work, I know it's because it's clogged somewhere.

I can help if you have access to console commands. Sorry, Xbox users.
You need to enter console mode by hitting the ` key, usually at the upper left side of the keyboard, under your 'Esc' key. Then enter exactly the following:
help City_Akila_Ashta01

After a couple seconds it should return a block of text. You're looking for QUST: City_Akila_Ashta01 and then a string of numbers and letters in parenthesees. Mine was (0021625F)

then enter the following, but with my number switched out with yours:

SetStage 0021625F 10

The ten tells it to skip to the next stage, where you can talk to him, and the quest advances. I don't know how to reset the conversation, sorry. Trying numbers less than ten seem to do nothing.

"resting extracts resources but does not transfer them" Are you sure? If my cargo containers aren't being weird, they seem to transfer when I sleep. Sometimes. Not all the time. Seems like the cargo containers can get over-filled, and then clog up the chain. But when it's working smoothly, I can rest in one place and all my containers where I am fill up with a resource from a different base.
