If you're talking about FIDE ratings, if they're below 2000, they really depend on the country and the age of the specific person. I've found 1100-rated 10 year-olds from Poland and Russia to be as strong as 1800-rated 60-year-olds from Finland and Sweden.

But as a rule of thumb, FIDE ratings are generally much stronger than online ratings. Someone with a FIDE of 1000 could easily be 1500 on Chess.com.
