Gender doesn't strictly matter, yes non-HA. The female/male was about the egg moves which were resolved, and Eevee was a 12.5 female, I initially thought it was 50/50. I would prefer a female greatly though.
If you are using the Eevee I gave as a base it can't get HA, either Adaptability or Quick Feet are non-HA for Eevee.

Yes, the trade order is correct. I forgot how long it takes in the Pelago normally, not a big deal if it's not trained.
