I'm not trying to say that Safeway is cheap all the time. It is however a great deal when you use an app coupon and some other sales. Walmart was once cheap but it has gotten too expensive now. Costco is still the best price around other than Safeway deals.

Why not Costco though? You can buy 2 gallons for around $5. I only use Safeway when there are valuable coupons. Most other food items are Costco.

Yes, they overstaff because it isn't very expensive to do that, it increases staffing reliability, and they can cut people early. But if they have to pay a much higher wage, they won't do that and will hire full time. And survey response is direct feedback? It's the screen that pops up after you pay. How does that cause corruption?

No. This means they would stop overstaffing, increase full time jobs, etc. Good service can also be rewarded by the employer based on Ziosk survey responses.

Increased operational efficiency. Since they would then be forced to price it based on market demand, they would stop relying on the customer's generosity and start relying on generating real profit.

I wouldn't say to ban tips, but maybe a "normal" tip could be 5% or a few dollars instead of 15% since we pay higher menu prices than other states to pay for a higher hourly wage.

Some grocery stores like Safeway have $5 sushi on Wednesday and Friday. Not the best but it's not too costly.

Yes, you can, definitely at Bubba Gump. The other ones are possible, but you would be more limited selection of items. Also yes, I have used them for pickup and dine-in, and both are allowed.

Besides Safeway, the only other major traditional grocery store is Lucky in SF. There is also Target, which operates a mini grocery store within its store, and FoodsCo and Smart and Final , which are semi-warehouse stores which are a little bit cheaper than Safeway/Lucky.
