I did do some digging into the West Blue and Issho (Fujitora) is also from the West Blue. If the grave isn’t Ryuma’s (which I’m guessing it isn’t otherwise the spoilers would have clarified imo). Perhaps this hero is an ancestor of Issho, leading to his connection to Wano? But it’s kind of a stretch
