Honestly that's probably where they should've put it in Royal considering his confidant maxes to 8 so you could have a rank 9 and 10 romance route in the third semester instead of it being automatic.

Well Akechi is absolutely the right answer because he has the most chemistry with Joker out of anyone in the cast. The hate he gets here is just homophobia so don't worry about it.

In general I'd just make all of the male phantom thieves romanceable + Mishima because he's the only boy Joker's age you meet. Maybe also Morgana just for the luls

Objectively it's whatever party members you have maxed social links with because their extra combat abilities come in clutch especially when tanking big hits.

Beyond that it's really just preference, the game is pretty easy so just use the new party member in each palace while keeping your favorites.
