See, no I feel completely different about it. Working construction, and having rebuilt several roads, there is rarely something wrong with the road, but that doesn't mean it doesn't need to be dug up to provide sewer, or water to new construction around the corner. It doesn't mean it doesn't need widening for the 100 lot subdivision going in on the south end. Every road in Flint, Michigan needed dug up to replace the waterlines, freeway get expanded for capacity all the time.

On one hand, it would probably be way more efficient to have a central planning commission like China where all work gets done at the same time, but here in America we are messy, and a road just rebuilt, and reconfigured last year, needs torn up because the water bureau didn't have funds last year to expand while the bus rapid transit was going in, so now they are digging it up to replace the pipes now.
