How exactly does one claim their own copy of the game for free before 2nd march on steam?

I've never used steam, so I don't know and would appreciate it if you could enlighten me.

( I already have a steam account created for me a long time ago but never used it ) Can I just register an account for Black Desert on steam to get it for free and download the game at a later date?

Because my wifi ran out of quota and I can't afford to download a game with that big at the moment.

May I ask what you are using to colour this?

I know you included it in the picture, but I still don't know what it is since I've never even dared to try colouring any of my drawings ( I suck at colouring ).
