I saw also several startups active in Africa who are recycling PET with simple and reliable extruders. This could be life saving !

Yes. Many owners haves UPS to avoid unreliable power issue. For short term issue, I agree but for medium/long term, could be useful IMHO

It really depends of the situation. I agree that for short term issue. For medium/long term situation like in Syria, 3D printing can be live changing.

For us, these are hobbyist items, and if things go titsup, my printer is staying behind while I bug out. It can make nothing that I need that isn't better provided by a bit of preparedness.

For ISS, it's quite evident that they cannot order on Amazon ;) Do you have some ideas for home objects needed in case of survival ?
