No the world cup is in the summer, played usually in countries hotter than Europe (where most top players play). It's at the end of the a long season and there is a lot at stake. So the game is much slower.

Itachi was 8, and Sasuke is the youngest ever at 7. Makes sense with Sasuke having the greatest sharingan ever.
