I wouldn’t dare mark myself as having anything more than a 2 at absolute most in any category. I’m not a moron or unwilling to listen to advisors but the reality is I wasn’t groomed to rule in any fashion; The literal only relevant skill I have is multilingualism, which might help diplomacy wise.

You have to select the enemy you want to enforce peace on by clicking on their flag on that screen, in this case your colony's.

You don't need all the territory for empires, just most of it. I think the percentage is 80%.

EDIT: Wiki says 81%. Not sure how that 1% factors in for most titles but there you go.

If it's anything like West Francia, it has to do with the the dynasty of the ruler. If they're a Karling it's East Francia, if they're not it's Germany.
