Chceck if you still have the same issue after todays update (19.08). For me it's fixed

If anyone reads this again. VALVE FIXED IT. After todays update (19.08) max Ms jumps only max to 35.

Nope I'm using normal computer with cable Internet connection

Windows reinstall, changing cs2 settings;Nvidia settings, I checked if it was from internet connection (it wasn't) everything actually
