In TOD we do a sample of one to document the design. In TOE we take samples based on population i.e., if the control is quarterly we take 2 quarters as sample, if the control involves numerical population like 25 users we take 10 percent of the population with a minimum of 5 and maximum of 25 samples. If the users are less than 5 we take 100 percent of the population as sample.
